An {{TT:Tag|audioFragment}} specifies audio resources in an importing system to be used when replacing placeholders in announcements. It does not itself encode the audio resource as XML is not a good format for encoding this kind of information but it allows referencing existing audio resources in the target system or allows to refer to file names that my even be transported alongside the railML file.
